1 . India – China Relationship (Export to China)

India to export fish meal and fishoil to China Protocol signed today

About the Release

  • A protocol on Hygiene and Inspection requirements for the export of Fish Meal and Fish Oil from India to China was signed.
  • The signing of Protocol formalises the consensus reached by both sides on hygiene and inspection requirements of fish meal and fish oil to be exported from India to China, and will enable India to commence export of fish meal and fish oil to China.
  • China imports fish oil to the tune of USD 143.29 million, and fish meal to the tune of USD 263.43 million, and signing of the protocol between the two countries paves the way for export of Indian fish oil and fish meal to China.
  • In the last 6 months this is the second product to get clearance from China.  A few months ago, the protocol for Indian rice export to China was signed paving the way for export of Indian rice to China.

Background

  • Ministry of Home Affairs (MHA) has accepted the recommendations of the Justice Verma Committee in the backdrop of unfortunate incident of Nirbhaya in December’2012 and has approved a national project by name of ‘Emergency Response Support System (ERSS)’, earlier referred as Nationwide Emergency Response System(NERS), 
  • The purpose of the ERSS was to introduce a Pan-India Single Emergency Response Number ‘112’ to address all kinds of distress calls such as police, fire and ambulance etc. 

Objectives

  • Providing a single emergency response number across the country
  • Providing 24 Hours and 7 Days (24×7) efficient and effective response system which can receive input from various voice and data services such as voice call,SMS, email, Internet of Things, panic buttons in public transport etc. to attend tocitizen in distress.
  • Identification of location of person in distress connecting through voice or data
  • Automated response system for timely dispatch of field resources (police) to thelocation of incidence using the system.
  • GPS (Global Positioning System) enabled dispatch of vehicles to locate nearest vehicles.
  • Integration with existing Dial 100, Dial 108 and other emergency response systems.
  • Integrate with other relevant systems like CCTNS etc. Also, connect to TSP’s(Telecom Service Provider) databases to update subscriber information and to connect to GMLC (Gateway Mobile Location Centre) for location update.

About the Release

  • Himachal Pradesh is the first state to launch pan-India single emergency number ‘112’ under ERSS.
  • This event marks the beginning of commencement of a single number based 112 emergency services which will connect to Police, Fire, Health and other helplines through an Emergency Response Centre in the State.
  • This service obviates the need for citizens to remember multiple helpline numbers.

4 . National Commission for Scheduled Tribes

About National Commission for Scheduled Tribes

  • The National Commission for Scheduled Tribes has been created by inserting the new Article 338A in the Constitution of India.
  • Article 338A, inter-alia, enjoins upon the NCST to monitor all matters relating to the safeguards provided for the Scheduled Tribes under the Constitution or under any other law or under any order of the Government, and to participate and advise on the planning process of socio-economic development of the Scheduled Tribes, and to evaluate the progress of their development under the Union and any State, and to present  to the President, annually and at such other times as the Commission may deem fit, reports upon the working of those safeguards.

The Duties assigned to the Commission under 338A(5)

  • To investigate and monitor all matters relating to the safeguards provided for the Scheduled Tribes under the Constitution or under any other law for the time being in force or under any order of the Government and to evaluate the working of such safeguards;       
  • To inquire into specific complaints with respect to the deprivation  of rights and safeguards of the Scheduled Tribes
  • To participate and advise in the planning process of socio-economic development of the Scheduled Tribes and to evaluate the progress of their development under the Union and any State 
  • To present to the President, annually and at such other times as the Commission may deem fit, reports upon the working of those safeguards.  
  • To make in such reports, recommendations as to the measures that should be taken by the Union or any State for effective implementation of those safeguards and other measures for the protection, welfare and socio-economic development of the Scheduled Tribes
  • To discharge such other functions in relation to the protection, welfare and development and advancement of the Scheduled Tribes as the President may, subject to the provisions of any law made by Parliament, by rule specify.    

The National Commission for Scheduled Tribes has been assigned certain additional functions by Ministry of Tribal Affairs

  • to confer  ownership  rights   in  respect of   minor  forest  produce  to STs  living  in  forest  areas.       
  • to safeguarding the   rights  of   the  tribal  communities  over   mineral  resources,  water   resources etc.  as laid down by  law.       
  • to plug  loopholes  and  to   work   more  viable  livelihood  strategies.       
  • to improve   the  efficacy of   relief   and  rehabilitation  measures for    tribal  groups   displaced   by  development projects.       
  • to prevent  alienation of   tribal   people  from land and  to   effectively  rehabilitate  such  people   in whose  case  alienation has  already  taken  place.       
  • to elicit maximum cooperation and involvement of tribal  communities for protecting forests and undertaking social  afforestation.       
  • to ensure full implementation   of the provision of Panchayat (Extension to Scheduled   Areas) Act, 1996       
  • to reduce and ultimately eliminate the practice of shifting  cultivation  by tribal that lead to their continuous disempowerment and  degradation of  land  and  the  environment.
