1 . DNA Technology Bill

Context : The Lok Sabha on Tuesday passed a bill that allows regulated use of DNA technology to establish the identity of certain defined categories of persons, including offenders, suspects, and undertrials.

About the Bill

  • The Bill regulates the use of DNA technology for establishing the identity of persons in respect of matters listed in a Schedule.  These include criminal matters (such as offences under the Indian Penal Code, 1860), and civil matters such as parentage disputes, emigration or immigration, and transplantation of human organs.   
  • The Bill establishes a National DNA Data Bank and Regional DNA Data Banks.  Every Data Bank will maintain the following indices: (i) crime scene index, (ii) suspects’ or undertrials’ index, (iii) offenders’ index, (iv) missing persons’ index, and (v) unknown deceased persons’ index.  
  • The Bill establishes a DNA Regulatory Board.  Every DNA laboratory that analyses a DNA sample to establish the identity of an individual, has to be accredited by the Board.  
  • Written consent by individuals is required to collect DNA samples from them.  Consent is not required for offences with punishment of more than seven years of imprisonment or death.   
  • The Bill provides for the removal of DNA profiles of suspects on filing of a police report or court order, and of undertrials on the basis of a court order.  Profiles in the crime scene and missing persons’ index will be removed on a written request.

  • The Bill will add value in empowering the criminal justice delivery system by enabling the application of DNA evidence, which is considered the gold standard in crime investigations.

2 . Transiting Exoplanet Survey Satellite (TESS)

Context : NASA’s latest planet-hunting probe has discovered a new world outside our solar system, orbiting a dwarf star 53 light years away.

About the news

  • The planet, named HD 21749b, orbits a bright, nearby dwarf star about 53 light years away, in the constellation Reticulum, and appears to have the longest orbital period of the three planets so far identified by TESS.
  • This is the third new planet confirmed by the Transiting Exoplanet Survey Satellite (TESS) since its launch in April last year. Other planets are –
    Pi Mensae b and LHS 3844b

Transiting Exoplanet Survey Satellite (TESS)

  • The Transiting Exoplanet Survey Satellite (TESS) is a NASA-sponsored Astrophysics Explorer-class mission that is performing an all-sky survey to search for planets transiting nearby stars.
  • The primary goal of TESS is to discover planets smaller than Neptune that transit stars bright enough to enable follow-up spectroscopic observations that can provide planet masses and atmospheric compositions.

Overview

  • TESS launched on April 18, 2018 and after a series of maneuvers was placed in a highly-elliptical 13.7 day orbit around the Earth.
  • TESS began regular science operations on July 25, 2018. In its 2-year prime mission, TESS will monitor about 200,000 main-sequence dwarf stars with four wide-field optical CCD cameras to detect periodic drops in brightness caused by planetary transits. Photometry of these pre-selected targets will be recorded every 2 minutes.
  • TESS will also obtain full-frame images (FFIs) of the entire, four camera field-of-view (24 x 96 degrees) at a cadence of 30 minutes to facilitate additional science.

3 . Tokenisation of service

Context : The Reserve of India (RBI) has allowed all card payment networks to offer tokenisation service. However, the central bank has made it clear that no charges should be recovered from the customer for availing this service.

What is Tokenisation of Service

  • Tokenisation involves a process in which a unique token masks sensitive card details. The token is then used to perform card transactions in contact-less mode at Point Of Sale (POS) terminals, Quick Response (QR) code payments, etc.
  • This will ensure safety in digital transaction thereby preventing cybercrimes

4 . Raisina Dialogue

Context : Norwegian Prime Minister Erna Solberg inaugurated the Ministry of External Affairs’ (MEA) annual “Raisina Dialogue”.

About Raisina Dialogue

  • The Raisina Dialogue is a multilateral conference committed to addressing the most challenging issues facing the global community. Every year, global leaders in policy, business, media and civil society are hosted in New Delhi to discuss cooperation on a wide range of pertinent international policy matters.
  • The Dialogue is structured as a multi-stakeholder, cross-sectoral discussion, involving heads of state, cabinet ministers and local government officials, as well as major private sector executives, members of the media and academics.
  • The conference is hosted by the Observer Research Foundation in collaboration with the Government of India, Ministry of External Affairs
  • This year, the theme of the Dialogue is “A World Reorder: New Geometries; Fluid Partnerships; Uncertain Outcomes”. The discussions will seek to address issues arising from ongoing global transitions and changes to the world order, triggered by unique leaders, innovative partnerships and new technologies.
