1 . Chief of Defence staff


Background

  • The proposal for a CDS was first made by the K. Subrahmanyam committee appointed after the Kargil conflict of 1999 to recommend higher military reforms. However, lack of consensus and apprehensions among services meant it never moved forward.
  • In 2012, the Naresh Chandra committee recommended the appointment of a Permanent Chairman of Chiefs of Staff Committee (COSC) as a midway to allay apprehensions over the CDS.
  • The CDS is also one of the 99 recommendations made by the Lt General D.B. Shekatkar (retd) Committee which submitted its report in December 2016 which had 34 recommendations pertaining to the tri-services.

Who is a CDS?

  • The CDS is meant to be a single-point military advisor to the government, and to coordinate long-term planning, procurements, training and logistics of the three services. As future wars become short, swift and network-centric, coordination among the three services is crucial. Also as the stress on resources increases and defence budgets remain flat, the way forward is optimisation of resources by joint planning and training.
  • The CDS, being above the three Service Chiefs, is expected to play this role by optimising procurement, avoiding duplication among the services and streamlining the process. India being a nuclear weapons state, the CDS will also act as the military advisor to the Prime Minister on nuclear issues.

What is the office of the Chief of Defence Staff (CDS)?

  • The CDS is a high military office that oversees and coordinates the working of the three Services, and offers seamless tri-service views and single-point advice to the Executive (in India’s case, to the Prime Minister) on long-term defence planning and management, including manpower, equipment and strategy, and above all, “jointsmanship” in operations.

What is the current status?

  • In the absence of a CDS, presently the seniormost of the three Chiefs functions as the Chairman COSC. But it is an additional role and the tenures have been very short. For instance Air Chief Marshal (ACM) B.S. Dhanoa took over as the Chairman COSC on May 31 from outgoing Navy Chief Adm Sunil Lanba. However, ACM Dhanoa will be in the role for only few months as he is set to retire on September 30 after which the baton will pass to Army Chief Gen Bipin Rawat who will then be the seniormost. Gen Rawat too is set to retire on December 31 after three years in office.

Who at present advises India’s Prime Minister on military matters?

  • In effect it is the National Security Adviser. This has been especially so after the Defence Planning Committee was created in 2018, with NSA Ajit Doval as its chairman, and the foreign, defence, and expenditure secretaries, and the three Service Chiefs as members.

International Examples

  • All major countries, especially the nuclear weapon states, have a CDS. The U.K. from which the Indian armed forces and the Defence Ministry are modelled on has a Permanent Secretary, equivalent to the Defence Secretary, and also a CDS.
  • The U.K. Government guidelines state that the CDS is the professional head of the British armed forces and, as military strategic commander, is responsible for how operations are carried out. He is also the most senior military adviser to the Secretary of State for Defence and the Prime Minister.
  • The Permanent Secretary is the government’s principal civilian adviser on Defence, has primary responsibility for policy, finance and planning, and is also the Departmental Accounting Officer.

What is the case for having a CDS?

  • Although the Kargil Review Committee did not directly recommend a CDS — that came from the GoM — it underlined the need for more coordination among the three Services, which was poor in the initial weeks of the Kargil conflict.
  • The KRC Report pointed out that India is the only major democracy where the Armed Forces Headquarters is outside the apex governmental structure. It observed that Service Chiefs devote most of their time to their operational roles, “often resulting in negative results”. Long-term defence planning suffers as day-to-day priorities dominate. Also, the Prime Minister and Defence Minister do not have the benefit of the views and expertise of military commanders, in order to ensure that higher level defence management decisions are more consensual and broadbased.
  • The CDS is also seen as being vital to the creation of “theatre commands”, integrating tri-service assets and personnel like in the US military. India has 17 Service commands at different locations and duplicating assets.
  • In 2016, China integrated its military and other police and paramilitaries into five theatres from the earlier seven area commands, each with its own inclusive headquarters, one of which has responsibility for the Indian border. In contrast, India’s border with China is split between the Eastern, Western, and Northern Commands

Arguments against having CDS?

  • Theoretically, the appointment of a CDS is long overdue, but there appears to be no clear blueprint for the office to ensure its effectiveness. India’s political establishment is seen as being largely ignorant of, or at best indifferent towards, security matters, and hence incapable of ensuring that a CDS works.
  • Militaries by nature tend to resist transformation. In the Indian context, critics fear, the absence of foresight and understanding might end up making the CDS just another case of “jobs for the boys”.

2 . UNSC Closed Consultation


Context : The United Nations Security Council (UNSC) will meet on August 16 morning to discuss Kashmir (India’s abrogation of Article 370). The Presidency of the UNSC is currently with Poland.

Background

  • China asked for closed consultations on the Security Council agenda item ‘India Pakistan Question’. The request was in reference to the Pakistani letter to Security Council President,” the U.N. diplomat told news agency PTI, indicating that the request was made recently. 

About Closed Consultation

  • Consultations are a way for Security Council members to informally take up an issue and the “closed” refers to the fact that the consultation is not open to the public and no record of statements is kept. The format also precludes Pakistan from participating.

3 . BPaL regimen.


Context : New treatment for Drug Resistant TB

About the News

  • New treatment is a three-drug combination. The three-drug regimen consists of bedaquiline, pretomanid and linezolid — collectively known as the BPaL regimen.
  • The treatment regimen was studied at three sites in South Africa involving 109 patients and achieved a 90% success rate after six months of treatment and six months of post-treatment follow-ups.
  • With the treatment involving five pills of the three drugs daily taken over just six months, it is easier to administer. This compares to between 30 and 40 drugs that multiple-drug resistant TB patients take each day for up to two years.
  • “Usually and in many places in the world the treatment for (multiple) … drug resistant TB would take anything between 18 to 24 months
  • The new treatment which cures highly drug-resistant strains of tuberculosis will drastically shorten the treatment period.

4 . Facts for Prelims


Gibraltar

  • Gibraltar is a British Overseas Territory located at the southern tip of the Iberian Peninsula.
  • It has an area of 6.7 km2  and is bordered to the north by Spain.
  • The landscape is dominated by the Rock of Gibraltar at the foot of which is a densely populated town area, home to over 30,000 people, primarily Gibraltarians.
  • In 1704, Anglo-Dutch forces captured Gibraltar from Spain during the War of the Spanish Succession on behalf of the Habsburg claim to the Spanish throne.
  • The territory was ceded to Great Britain in perpetuity under the Treaty of Utrecht in 1713.
  • Strait of Gibraltar is a narrow strait that connects the Atlantic Ocean to the Mediterranean Sea and separates Gibraltar and Peninsular Spain in Europe from Morocco and Ceuta (Spain) in Africa.
  • The Rock of Gibraltar was one of the two Pillars of Hercules and was known to the Romans as Mons Calpe, the other pillar being Mons Abyla or Jebel Musa on the African side of the Strait. In ancient times, the two points marked the limit to the known world.
  • Gibraltar is surrounded by the Mediterranean Sea.
