1 . Rashtriya Sanskriti Mahotsav


Context : The people of Madhya Pradesh will witness the grandeur of Rashtriya Sanskriti Mahotsav in its 10th edition from 14th October, 2019 to 21st October, 2019.

  • Rashtriya Sanskriti Mahotsav was conceived in the year 2015 and after the grand success of the First Rashtriya Sanskriti Mahotsav in November-2015, the Ministry of Culture decided to organize it with an intent to showcase the rich cultural heritage of the Country in all its rich and varied dimensions, viz Handicrafts, Cuisine, Painting, Sculpture and Performing Arts-Folk, Tribal, Classical and Contemporary- all in one place.
  • So far Ministry has organised 9 RSM’s i.e. 2 each in Delhi and 2 in Karnataka, Uttar Pradesh, RSM North East , Gujarat, Madhya Pradesh and Uttarakahnd.
  • The Rashtriy Sanskriti Mahotsav will cover a profusion of folk art forms from 22 States and it would offer the chance to experience the best in established and emerging virtuosity.
  • The RSM will reconnect the people-especially the youth- with their indigenous culture, its multi-faceted nature, magnificence, opulence and historical importance in the context of India as a Nation over the millennia.
  • The Seven Zonal Cultural centres under the Ministry of Culture have been enjoined upon with the task of organizing the RSM in Madhya Pradesh

Ek Bharat Shreshtha Bharat Programme

  • The Ek Bharat Shreshtha Bharat programme was launched by the Prime Minister on 31st October, 2016 to promote engagement amongst the people of different States/UTs so as to enhance mutual understanding and bonding between people of diverse cultures, thereby securing stronger unity and integrity of India.

2 . UN Security Council


About United Nations Security Council

  • The United Nations Charter established six main organs of the United Nations, including the Security Council.
  • It gives primary responsibility for maintaining international peace and security to the Security Council, which may meet whenever peace is threatened.
  • All members of the United Nations agree to accept and carry out the decisions of the Security Council. While other organs of the United Nations make recommendations to member states, only the Security Council has the power to make decisions that member states are then obligated to implement under the Charter.
  • The Council is composed of 15 Members:
    • Five permanent members: China, France, Russian Federation, the United Kingdom, and the United States, and ten non-permanent members elected for two-year terms by the General Assembly (with end of term year):

According to the Charter, the United Nations has four purposes:

  • to maintain international peace and security;
  • to develop friendly relations among nations;
  • to cooperate in solving international problems and in promoting respect for human rights;
  • and to be a centre for harmonizing the actions of nations.

Maintaining Peace

When a complaint concerning a threat to peace is brought before it, the Council’s first action is usually to recommend that the parties try to reach agreement by peaceful means. The Council may:

  • set forth principles for such an agreement;
  • undertake investigation and mediation, in some cases;
  • dispatch a mission;
  • appoint special envoys; or
  • request the Secretary-General to use his good offices to achieve a pacific settlement of the dispute.

When a dispute leads to hostilities, the Council’s primary concern is to bring them to an end as soon as possible. In that case, the Council may:

  • issue ceasefire directives that can help prevent an escalation of the conflict;
  • dispatch military observers or a peacekeeping force to help reduce tensions, separate opposing forces and establish a calm in which peaceful settlements may be sought.

Beyond this, the Council may opt for enforcement measures, including:

  • economic sanctions, arms embargoes, financial penalties and restrictions, and travel bans;
  • severance of diplomatic relations;
  • blockade;
  • or even collective military action.

A chief concern is to focus action on those responsible for the policies or practices condemned by the international community, while minimizing the impact of the measures taken on other parts of the population and economy.

 Functions and Powers

Under the United Nations Charter, the functions and powers of the Security Council are:

  • to maintain international peace and security in accordance with the principles and purposes of the United Nations;
  • to investigate any dispute or situation which might lead to international friction;
  • to recommend methods of adjusting such disputes or the terms of settlement;
  • to formulate plans for the establishment of a system to regulate armaments;
  • to determine the existence of a threat to the peace or act of aggression and to recommend what action should be taken;
  • to call on Members to apply economic sanctions and other measures not involving the use of force to prevent or stop aggression;
  • to take military action against an aggressor;
  • to recommend the admission of new Members;
  • to exercise the trusteeship functions of the United Nations in “strategic areas”;
  • to recommend to the General Assembly the appointment of the Secretary-General and, together with the Assembly, to elect the Judges of the International Court of Justice.

3 . LOTUS-HR


Context : During the visit of His Majesty King Willem-Alexander and Her Majesty, Queen Maxima of the Kingdom of the Netherlands a joint launch of the second phase of the Local Treatment of Urban Sewage streams for Healthy Reuse (LOTUS-HR) program was done by the Union Minister for Science & Technology, Earth Sciences and Health & Family Welfare Dr. Harsh Vardhan

About LOTUS – HR

  • The project was initiated in July 2017 and aims to demonstrate a novel holistic (waste) water management approach that will produce clean water which can be reused for various purposes.
  • The innovative pilot scale modular plant upon commissioning will treat 10,000 L sewage water per day and will showcase a self-sustaining model for the end user.
  • This pilot scale facility will employ multiple technologies so that the data generated at the pilot scale becomes a tool-box of treatment technologies for replication at other sites in Delhi as well as other parts of India where similar drains exist.
  • The rationale is that the mixing and matching of technologies from this tool-box will depend on the quantity (flow rate) and quality (pollutant load) of drain water, land availability, site accessibility as well as topography. 
  • The LOTUS-HR project is jointly supported by Department of Biotechnology, Ministry of Science and Technology, Government of India and Netherlands Organization for Science

World Standards Day:

  • World Standards Day (WSD) is celebrated each year all over the world on 14 October by the members of the International Electrotechnical Commission (IEC), International Organization for Standardization (ISO) and International Telecommunication Union (ITU) to pay tribute to the collaborative efforts of thousands of experts worldwide, who develop voluntary technical agreements that are published as International or National Standards. It is also called International Standards Day.
