1 . COVID Emergency Credit Facility

Context : Union Minister for Finance and Corporate Affairs Smt Nirmala Sitharaman today said that the COVID Emergency Credit Facility covers all companies and not just MSMEs

About Emergency Credit Line Facility

  • The Emergency Credit Line Facility mandates banks to provide term loans to MSMEs and businesses with Rs 100 crore turnover and Rs 25 crore amounting to 20 per cent of their outstanding credit as on February 29, 2020.
  • The key factor of the scheme is that government stands guarantee for the loans disbursed to MSMEs.
  • The scheme aims to benefit 45 lakh MSMEs and will continue till October 31, 2020, or till Rs 3 lakh crore is disbursed.
  • The loans have a tenor of 4 years and a moratorium of 12 months on repayment of principal amount.
  • No guarantee fee or fresh collateral is required for the emergency credit line.
  • There is no moratorium on interest payable during the period, though.

2 . Jal Jeevan Mission

About Jal Jeevan Mission

  • Jal Jeevan Mission, is envisioned to provide safe and adequate drinking water through individual household tap connections by 2024 to all households in rural India.
  • The programme will also implement source sustainability measures as mandatory elements, such as recharge and reuse through grey water management, water conservation, rain water harvesting.
  • The Jal Jeevan Mission will be based on a community approach to water and will include extensive Information, Education and communication as a key component of the mission. JJM looks to create a jan andolan for water, thereby making it everyone’s priority.

Objectives

The broad objectives of the Mission are:

  •  To provide Functional House Tap Connection to every rural household.
  •  To prioritize provision of FHTCs in qualityaffected areas, villages in drought prone and desert areas, Sansad Adarsh Gram Yojana (SAGY) villages, etc.
  •  To provide functional tap connection to Schools, Anganwadi centres, GP buildings, Health centres, wellness centres and community buildings
  •  To monitor functionality of tap connections.
  •  To promote and ensure voluntary ownership among local community by way of contribution in cash, kind and/ or labour and voluntary labour (shramdaan)
  •  To assist in ensuring sustainability of water supply system, i.e. water source, water supply infrastructure, and funds for regular O&M
  •  To empower and develop human resource in the sector such that the demands of construction, plumbing, electrical, water quality management, water treatment, catchment protection, O&M, etc. are taken care of in short and long term
  •  To bring awareness on various aspects and significance of safe drinking water and involvement of stakeholders in manner that make water everyone’s business

Components Under JJM

The following components are supported under JJM

  •  Development of in-village piped water supply infrastructure to provide tap water connection to every rural household
  •  Development of reliable drinking water sources and/ or augmentation of existing sources to provide long-term sustainability of water supply system
  •  Wherever necessary, bulk water transfer, treatment plants and distribution network to cater to every rural household
  •  Technological interventions for removal of contaminants where water quality is an issue
  •  Retrofitting of completed and ongoing schemes to provide FHTCs at minimum service level of 55 lpcd;
  •  Greywater management
  •  Support activities, i.e. IEC, HRD, training, development of utilities, water quality laboratories, water quality testing & surveillance, R&D, knowledge centre, capacity building of communities, etc.
  •  Any other unforeseen challenges/ issues emerging due to natural disasters/ calamities which affect the goal of FHTC to every household by 2024, as per guidelines of Ministry of Finance on Flexi Funds

3 . Facts for Prelims

IIIM-290

  • CSIR constituent lab CSIR-Indian Institute of Integrative Medicine (IIIM) Jammu, has received Investigational New Drug (IND) approval from New Drugs Division of Central Drugs Standard Control Organization (CDSCO) for a potent anti-cancer, New Chemical Entity (NCE) effective against pancreatic cancer after successful completion of preclinical development and IND submission.
  • This will pave way for CSIR- IIIM for conducting the clinical trial of this important drug candidate IIIM-290 in pancreatic cancer patients.
  • The proposed clinical trial is aimed to assess the safety, tolerability and exposure of the compound in humans along with the early efficacy indicators in pancreatic cancer patients.
  • This drug was discovered and developed at the natural-products driven drug discovery program of CSIR-IIIM.

Distinct Colour band for BS 6 Vehicles

  • Ministry of Road Transport and Highways has issued an S.O. 1979 (E)  dt. 5th June 2020 mandating a strip of green colour of 1 cm width on top of the existing sticker carrying details of registration for  BS-VI vehicles of any fuel type i.e. for petrol or CNG which have a light blue colour sticker and a diesel vehicle which is of orange colour. These stickers will now have a green strip of 1 cm on top for BS VI, as mandated.
  • The BS-VI emission standards, which have been mandated w.e.f. 1st April, 2020, provide for stricter and cleaner emission norms and are at par with the emission standards being followed across the world.  Such distinct  identification of vehicles for such emissions standard as is also being followed in other countries had been requested to the Government and brought-forth by the Government. 

Ultra Violet – C Radiation and Covid

  • The best way to deal with this transmission is by a dry and chemical-free rapid disinfection through exposure to UVC light. 
  • UVC irradiation with 254 nm is strongly absorbed by RNA part of COVID-19, leading to molecular structural damage via a photodimerization process and thus inactivating it.
  • UVC exposure is the best known among the methods to disinfect virus-prone objects, including stethoscopes, blood pressure measuring equipment, patient care items, mobile phones, wallets, laptops, reusable laboratory gloves, lab coats, micropipettes, smaller measurement equipment, papers and so on.
