1 .North East Rural Livelihood Project(NERLP) 


About North East Rural Livelihood Project(NERLP) 

  • NERLP is a World Bank aided, multi-state livelihood project under the Ministry of Development of North Eastern Region (DoNER), launched in 2012.
  • The project has been implemented in 11 districts of Mizoram, Nagaland, Tripura and Sikkim.
  • The project aims “to improve rural livelihoods especially that of women, unemployed youth and the most disadvantaged, in four North Eastern States”.
  • The project also works in partnerships with expert organizations to focus on cluster development through value chains.
  • The project has focussed on five development strategies, namely, social empowerment, economic empowerment, partnership development, project management and livelihood & value chain developments.

Community Development Groups

  • Projects include community projects executed by 1114 Community Development Groups (CDGs) and 1ural infrastructure projects under the Model Livelihood Cluster and Value Chain Development
  • Community Development Group (CDG) formed per village comprising of three members of every family with the major role to develop Community Development Plan (CDP) with project funding of up to Rs.10 Lakhs.
  • The activities under CDP include reclamation of wasteland, construction of  check-dams, plantation, horticulture projects, provision of village electrification through hydrogen, provision of solar lighting, Spring water harvest to mitigating water needs for homestead farming, animal rearing, health and sanitation.
  • The CDPs are impacting the villages in big ways since village communities – members of the CDGs- have selected what is most pertinent for their own progress and development.  

Evaluation

  • Across the project districts, livelihood activities pursued by Self Help Group (SHG) members have increased considerably, thus increasing family incomes.
  • Women have become more knowledgeable and expressive and they display better leadership qualities.
  • The NERLP intervention has brought many positive changes. One SHG leader has become a Cabinet Minister in the state legislature in Tripura, and many SHG leaders are panchayat leaders today.
  • Communities are emerging active and vibrant through enthusiastic participation in the process of development and assuming ownership. 

2 . Angikaar & E -course on vulnerability Atlas


Context : Shri Hardeep S Puri, Minister of State (I/C) for Housing and Urban Affairs launched “angikaar” a campaign for change management and e-Course on Vulnerability Atlas of India here today.

About Angikaar

  • Angikaar has been launched for social behaviour change, focusing on issues such as water & energy conservation, waste management, health, tree plantation, sanitation and hygiene for beneficiaries of completed houses under PMAY (U), through community mobilisation and IEC activities.
  • The campaign will converge with schemes and Missions of other Ministries dealing with these subjects.
  • The convergence would especially focus on Ujjwala for gas connection and Ayushman Bharat for health insurance to the beneficiaries of PMAY (U).

E Course on vulnerability Atlas

  • The e-course on Vulnerability Atlas is offered by the Ministry of Housing & Urban Affairs in collaboration of  School of Planning & Architecture (SPA), New Delhi and Building Materials & Technology Promotion Council (BMTPC).
  • It is a unique course that offers awareness and understanding about natural hazards, helps identify regions with high vulnerability with respect to various hazards (earthquakes, cyclones, landslides, floods, etc.) and specifies district-wise level of damage risks to the existing housing stock.
  • The e-course will be a tool for effective & efficient disaster mitigation & management in the field of Architecture, Civil Engineering, Urban & Regional Planning, Housing & Infrastructure Planning, Construction Engineering & Management and Building & Materials Research.

3 . Portal for Affordable Credit and Interest Subvention Access (PAiSA)


Context : Deendayan Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM), a flagship mission under the Ministry of Housing and Urban Affairs has been conferred the prestigious SKOCH Governance Gold Award for its Portal for Affordable Credit and Interest Subvention Access (PAiSA)in a function held at the Constitution Club of India

About Portal for Affordable Credit and Interest Subvention Access (PAiSA)

  • PAiSA is a centralized IT platform which simplifies and streamlines release of interest subvention under the Mission.
  • It offers end to end online solution for processing, payment, monitoring and tracking of interest subvention claims from banks on a monthly basis.
  • Claims for subvention are uploaded by banks through their CBS (Core Banking Solution) in respect of the beneficiaries of the Self Employment Programme, which are verified and approved by the ULB and State concerned.
  • The approved claim amount gets credited directly to the beneficiary’s loan account through DBT mode. SMS is also sent to the beneficiary’s mobile number intimating the credit of subvention amount.
  • The portal has been designed and developed through the Allahabad Bank. As of now, 28 States/UTs and 74 Banks including 21 Public Sector, 18 Private and 35 Regional Rural Banks have been on boarded on the portal.

4 . National Lab Directory


Context : The Union Minister of Consumer Affairs, Food and Public Distribution Shri Ram Vilas Paswan today launched the National Lab Directory

About National Lab Directory

  • National Lab Directory is a one-stop-shop for all testing needs of the industries, academia, researchers and other stakeholders who need to get their Testing Facilities accredited / certified / recognised. 
  • The National Lab Directory presently encompasses NABL accredited, BIS Recognised/Empanelled Labs, Hallmarking Labs.
  • The labs which are recognised/notified by FASAI, APEDA, EIC, can also be indicated accordingly.  All testing facilities for various labs can be searched by Products, IS standards, etc. Besides intelligent search cutting across various databases interlinked through APIs, there is an interactive Geographical Information System and Drill Down Dashboard. 
  • Directory will benefit all stakeholders such as manufacturers, consumers, regulatory agencies, government and research institutions in identifying the test facilities that are required for assessing conformity of relevant products or in testing for the purpose of research and development
