1 . Composite Water Management Index


Context : To supplement the efforts of Jal Shakti Ministry, NITI Aayog has prepared the second Round of Composite Water Management Index (CWMI 2.0).

Background

  • nspired by the Prime Minister Narendra Modi’s impetus on Jal Sanchay, Jal Shakti Ministry on 1st July, 2019  launched the Jal Shakti Abhiyaan a campaign for water conservation and water security in 1592 water stressed blocks in 256 districts, to ensure  important water conservation interventions.
  • To supplement the efforts of Jal Shakti Ministry, NITI Aayog has prepared the second Round of Composite Water Management Index (CWMI 2.0). 

About CWMI

  • The CWMI is an important tool to assess and improve the performance of States and Union Territories in efficient management of water resources.
  • This has been done through a first of its kind water data collection exercise in partnership with Ministry of Jal Shakti, Ministry of Rural Development and all the States/ Union Territories. 
  • The index would provide useful information for the States and also for the concerned Central Ministries/Departments enabling them to formulate and implement suitable strategies for better management of water resources. 
  • CWMI 2.0 ranks various states for the reference year 2017-18 as against the base year 2016-17.
  • NITI Aayog first launched and conceptualized the Composite Water Management Index in 2018 as a tool to instill the sense of cooperative and competitive federalism among the states.
  • This was a first ever attempt at creating a pan-India set of metrics that measured different dimensions of water management and use across the lifecycle of water.
  • The report was widely acknowledged and provided actionable guidance to States on where they were doing well absolutely and relatively and what they needed to focus on to secure their water future.

CWMI Themes and Weights

  • The Index comprises of 9 themes, and covers 25 states and 2 UTs .
  • The nine themes are further sub-divided into 28 indicators which account for equal weightages within respective themes
  • Groundwater augmentation, major and medium irrigation, and policy & governance remain themes with highest weightages — given the growing groundwater crisis, India’s low irrigation utilization, and the importance of effective policy frameworks
    • Source augmentation and restoration of waterbodies – 5 Weights
    • Source augmentation (Groundwater) – 15 Weights
    • Major and medium irrigation—Supply side management – 15 Weights
    • Watershed development—Supply side management – 10 Weights
    • Participatory irrigation practices—Demand side management – 10 Weights
    • Sustainable on-farm water use practices—Demand side management- 10 Weights
    • Rural drinking Water – 10 Weights
    • Urban water supply & sanitation – 10 Weights
    • Policy and governance – 15 Weights

Key Findings of the Second Round of CWMI

  • CWMI 2.0 ranks various states for the reference year 2017-18 as against the base year 2016-17.In the report released today, Gujarat hold on to its rank one in the reference year (2017-18), followed byAndhra Pradesh, Madhya Pradesh, Goa, Karnataka and Tamil Nadu. 
  • In North Eastern and Himalayan States, Himachal Pradesh has been adjudged number 1 in 2017-18 followed by Uttarakhand, Tripura and Assam. The Union Territories have first time submitted their data and Puducherry has been declared as the top ranker.
  • In terms of incremental change in index (over 2016-17 level), Haryana holds number one position in general States and Uttarakhand ranks at first position amongst North Eastern and Himalayan States.
  • 80% of the states (19 out of 24) have shown improvement in their water management scores over the last 3 years, with average change in scores being +5.2 points
  • Haryana’s score improved by ~26.21 points (largest improvement), due to higher scores on four themes—restoration of water bodies, watershed development, on-farm water use, and policy and governance
  • Amongst the 9 themes, states have displayed maximum improvement on the Policy and Governance, with the theme median score rising by ~30% over the last three years
  • Data discipline is also improving, and incidents of states not reporting data have reduced by ~70% compared to last year*
  • Improved data reporting practices have also contributed to improvement in states’ Index scores, Haryana being the prime example
  • High performing states have retained top positions
  • The overall ranking for reference year 2017-18 and change in the rankings from the base year 2016-17 of different States in the Report is given in Charts-1 and Chart 2.

2 . World Youth Conference on Kindness


About Youth Conference on Peace

  • The first World Youth Conference on Kindness is being organised by the UNESCO Mahatma Gandhi Institute of Education for Peace and Sustainable Development, Ministry of Human Resource Development
  • The aim of the conference is to impart critical competencies (i.e. empathy, compassion, mindfulness and critical inquiry) in global youth to inspire, empower and enable them to transform themselves and build long-lasting peace in their communities.
  • The theme of the conference is ‘Vasudhaiva Kutumbakam: Gandhi for the Contemporary World: Celebrating the 150th birth anniversary of Mahatma Gandhi’.
  • Youth leaders, representing over 27 countries, are participating in this Conference.

3 . Facts for Prelims


Anubhav awards

  • The Anubhav portal was created on the call of Prime Minister in 2015 with a vision to preserve rich experience of retired official in digital form.
  • It is envisaged that their rich experience will be preserved for future generation to learn and explore knowledge on various aspects of governance, culture & development history of a particular region.
  • An award scheme to incentivize and encourage more retiring employees to submit their write-ups was introduced in 2016 and till three annual awards ceremony has been organized. This was fourth annual award in the series.

 Hunaar Haat

  • Hunar Haat is organised by the Minority Affairs Ministry to provide an opportunity, as well as domestic and international exposure to the master artisans from across the country.

One School one Country

  • The initiative aims to promote cultural exchange between the participating countries in the World skills to competition and to raise the profile of skills and different career pathways.
