About Defence Acquisition Council
- Defence Acquisition Council (DAC) under the Defence Minister was constituted for overall guidance of the defence procurement planning process.
- Members include

- The objective of the Defence Acquisition Council is to ensure expeditious procurement of the approved requirements of the Armed Forces in terms of capabilities sought and time frame prescribed by optimally utilizing the allocated budgetary resources.
- The functions of the DAC
- In principle approval of 15 Years Long Terms Integrated Perspective Plan for Defence Forces
- Accord of Acceptance of Necessity to acquisition proposals;
- Categorization of the acquisition proposals relating to ‘Buy’, ‘Buy & Make’ and ‘Make’;
- Issues relating to Single vendor clearance;
- Decision regarding ‘offset’ provisions in respect of acquisition proposals above Rs. 300 crores;
- Decisions regarding Transfer of Technology under ‘Buy & Make’ category of acquisition proposals
- Field Trial evaluation.
2 . Samagra Shiksha-Jal Suraksha’ Drive
Context : Union HRD Minister Shri Ramesh Pokhriyal ‘Nishank’ launched ‘Samagra Shiksha-Jal Suraksha’ drive to create awareness about Water Conservation among all school students in the country.
About Samagra Shiksha Jal Suraksha Drive
- The Department of School Education & Literacy, MHRD has launched the ‘Samagra Shiksha-Jal Suraksha’ drive to promote water conservation activities for School Students, so that they can become competent, conscientious and committed water citizens of our nation.
Five Major Objectives
- To educate students learn about conservation of water
- To sensitize Students about the impact of scarcity of water
- To empower Students to learn to protect the natural sources of water
- To help every Student to save at least one litre of water per day
- To encourage Students towards judicious use and minimum wastage of water at home and school level
Target
- One Student – One Day – Save One Litre Water
- One Student – One Year – Save 365 Litres Water
- One Student – 10 Years – Save 3650 Litres Water
3 . Women Transforming India Awards
Context : The NITI Aayog will launched the Fourth Edition of Women Transforming India (WTI) Awards
About Women Transforming India Award
- The Women Entrepreneurship Platform (WEP) is a Government of India initiative by NITI Aayog to promote and support aspiring as well as established women entrepreneurs in India, assist and handhold them in their journey from starting to scaling up and expanding their ventures.
- TheWomen Transforming India (WTI) Awards is being organized in collaboration with the United Nations to recognize women entrepreneurs from across India.
- This year’s theme is‘Women and Entrepreneurship’, in continuation of the theme for WTI Awards 2018.
- WhatsApp has collaborated with NITI Aayog for WTI Awards 2019 and will be providing support amounting to US$100,000 to the award winners.
- It has more than 5,000 women entrepreneurs registered on the platform, more than 30 partners and, has committed funding of more than US$10mn for these startups.
4 . World Bio-fuel Day
About World Bio-fuel Day
- World Biofuel Day is observed every year on 10th of August to create awareness about the importance of non-fossil fuels as an alternative to conventional fossil fuels and highlight the various efforts made by Government in the biofuel sector.
- This year the theme of the World Biofuel Day is “Production of Biodiesel from Used Cooking Oil (UCO)”.
5 . 22nd National Conference on e-Governance 2019
Context : The Department of Administrative Reforms & Public Grievances (DARPG), in association with Ministry of Electronics & Information Technology (MeitY), Government of India and the State Government of Meghalaya organized the 22ndNational Conference on e-Governance (NCeG) 2019 on 8-9thAugust, 2019 at Shillong, Meghalaya.
About the Theme
- The theme of this Conference was “Digital India: Success to Excellence
- Dscussions were held on six sub-themes in Plenary sessions – India Enterprise Architecture (INDEA), Digital Infrastructure, Inclusion and capacity building, Emerging Technology for Practitioners, Secretariat Reforms, National e-Governance Service Delivery Assessment (NeSDA)
- Shillong Declaration’ on e-Governance was adopted after intensive deliberations during the sessions held over two day
Shillong Declaration
The Conference resolved that Government of India and State Governments shall collaborate to:
- Improve the citizen’s experience with Government services by promoting timely implementation of India Enterprise Architecture (IndEA) and implementing a single sign-on for interoperability and integration among e-Government applications throughout the country
- Consolidate the plethora of successful State level e-Governance projects and domain-based projects with a focus to replicate them as a common application software with configurable features
- Ensure improvement in ease of living and ease of doing business by making a big shift in the role of government from Service Provider to Service Enabler, thus moving from development of applications to making available public digital platforms where multiple competitive applications can be developed
- Take steps to further improve connectivity in North Eastern States by addressing the issues and challenges of telecommunications connectivity at grassroot level and formulate and implement a comprehensive telecom development plan
- Take steps to enhance the activities of Electronics Sector Skill Council in North Eastern States and explore the possibility for opening an electronics skill center in Shillong
- Promote use of e-Office and move towards less paper State Secretariats in the North-Eastern States and in the District level offices
- Improve the quality of delivery of e-Services in the North East to fulfil the vision of improved citizen experience
- Develop India as a global cloud hub and facilitate development of Government applications and databases on Cloud by default
- Adopt emerging technologies for finding e-Governance solutions
- Promote the Digital India Projects with focus on Smart Cities and Smart Villages through Startups and Smart Entrepreneurship
